1. Recommendation for Appointments to the Boys Ranch Independent School District Board of Trustees
This item provides an opportunity for board consideration of two appointments to the board of trustees of the Boys Ranch Independent School District. The appointments are necessary due to the resignation from the term of office for one board member and the expiration of term of office for a second member. Statutory authority for this action is the Texas Education Code (TEC), §11.352, and 19 Texas Administrative Code (TAC) §61.2.

This item provides the State Board of Education (SBOE) an opportunity to review the State Board for Educator Certification (SBEC) rule actions that would revise 19 TAC Chapter 231, Requirements for Public School Personnel Assignments, Subchapter E, Grades 9-12 Assignments. The proposed revisions to 19 TAC Chapter 231, Subchapter E, would clarify the appropriate credential for placement in a particular teaching assignment and ensure alignment with changes to public school curriculum as a result of House Bill 5, 83rd Texas Legislature, Regular Session, 2013. The statutory authority for 19 TAC Chapter 231, Subchapter E, is the Texas Education Code (TEC), §21.031(a) and §21.041(b)(1) and (2).

This item provides the State Board of Education (SBOE) an opportunity to review the State Board for Educator Certification (SBEC) rule actions that would amend 19 TAC Chapter 233, Categories of Classroom Teaching Certificates, §233.3, English Language Arts and Reading; Social Studies; §233.4, Mathematics; Science; §233.5, Technology Applications and Computer Science; and §233.14, Career and Technical Education (Certificates requiring experience and preparation in a skill area). The proposed amendments to 19 TAC §§233.3-233.5 and 233.14 would add deadlines for completion and submission requirements for specific Grades 8-12 certificates in the subject areas of English Language Arts and Reading, Social Studies, Mathematics, Science, Technology Applications and Computer Science, and Career and Technical Education (Certificates requiring experience and preparation in a skill area). The statutory authority for 19 TAC §§233.3-233.5 and 233.14 is the Texas Education Code (TEC), §§21.003(a), 21.031, 21.041(b)(1)-(4) and (6), 21.044(e) and (f), 21.048(a), 21.050, and 22.0831(f).

The director of the Charter School Administration Division will update the committee on matters relating to charter school applications. The update will include information on the current status of the Texas charter portfolio activity since February 2015. Statutory authority is the Texas Education Code (TEC), §7.102 and §12.101.

5. Update on the Long-Range Plan for Public Education
Members of the Ad Hoc Committee on the Long-Range Plan for Public Education will provide updates on preparations to create a new long-range plan for Texas public schools. Statutory authority is the Texas Education Code (TEC), §7.102(c).
