1. Election of Chair

State Board of Education (SBOE) operating rules call for each committee to elect a chair from among its members. This item provides an opportunity for each of the SBOE standing committees to elect a chair in the event that the SBOE elects to retain the existing committee structure. The chair may appoint a vice chair. If the board changes the committee structure, the committee may elect a member to preside over this first meeting only. Statutory authority for this action is the Texas Education Code, §7.107.

2. Recommendation for Appointment to the Randolph Field Independent School District Board of Trustees
This item provides an opportunity for board consideration of an appointment to the board of trustees of the Randolph Field Independent School District. The appointment is necessary due to the resignation of one board member. Statutory authority for this action is the Texas Education Code (TEC), §11.352, and 19 Texas Administrative Code (TAC) §61.2.

This item provides the State Board of Education (SBOE) an opportunity to review the State Board for Educator Certification (SBEC) rule action that would establish new 19 TAC Chapter 228, Requirements for Educator Preparation Programs, §228.70, Complaints and Investigations Procedures. As part of its report to the 83rd Texas Legislature, Regular Session, 2013, the Sunset Advisory Commission recommended a management action that adopts procedures for educator preparation program (EPP) complaints that outline all phases of the EPP complaint process, as well as track and analyze complaint data. The proposed new rule would establish procedures for filing a complaint against an EPP, impose specific responsibilities on an EPP regarding complaints, and establish the consequences if an EPP is found to be in violation of SBEC rules and/or Texas Education Code (TEC), Chapter 21. The statutory authority for proposed new 19 TAC §228.70 is the TEC, §§21.031, 21.041(b)(1), 21.045, and 21.049(a).

4. Review of Proposed Amendments to 19 TAC Chapter 229, Accountability System for Educator Preparation Programs, §229.4, Determination of Accreditation Status, §229.5, Accreditation Sanctions and Procedures, and §229.6, Continuing Approval
This item provides the State Board of Education (SBOE) an opportunity to review the State Board for Educator Certification (SBEC) rule actions that would amend 19 TAC Chapter 229, Accountability System for Educator Preparation Programs, §229.4, Determination of Accreditation Status, §229.5, Accreditation Sanctions and Procedures, and §229.6, Continuing Approval. As part of its report to the 83rd Texas Legislature, Regular Session, 2013, the Sunset Advisory Commission recommended a management action that adopts procedures for educator preparation program (EPP) complaints that outline all phases of the EPP complaint process. Proposed new 19 TAC Chapter 228, Requirements for Educator Preparation Programs, §228.70, Complaints and Investigations Procedures, would add these procedures in rule, and, as a result, proposed amendments to Chapter 229 are necessary. The statutory authority for 19 TAC §§229.4-229.6 is the Texas Education Code (TEC), §§21.045, 21.0451, 21.0452, and 21.0453.

The director of the Charter School Administration Division will update the committee on matters relating to charter schools. The update will include information on the current status of the Texas charter portfolio activity since November and TEA charter school Summer Summit 2015. 6. Update on the Long-Range Plan for Public Education
Members of the Ad Hoc Committee on the Long-Range Plan for Public Education will provide updates on preparations to create a new long-range plan for Texas public schools. Statutory authority is the Texas Education Code (TEC), §7.102(c).
