Public Hearing Regarding Instructional Materials Submitted for Adoption by the State Board of Education Under Proclamation 2017

STATE BOARD OF EDUCATION: NO ACTION
SUMMARY: A public hearing before the State Board of Education (SBOE) is scheduled for September 13, 2016 in the William B. Travis Building, Room 1-104. Testimony will be presented regarding instructional materials submitted for adoption under Proclamation 2017. This proclamation called for instructional materials for all courses in career and technical education and languages other than English. It also called for materials for Special Topics in Social Studies, Algebraic Reasoning, and Statistics. These instructional materials were reviewed by the state review panels in the summer of 2016. Due to the anticipated volume of testimony during the public hearing, oral testimony will be limited to two minutes per person.
STATUTORY AUTHORITY: Texas Education Code (TEC), §7.110 and §31.024.
TEC, §7.110, requires the SBOE to create and implement policies that allow the public an opportunity to appear before and speak to the board, and TEC, §31.024, requires the SBOE to, by majority vote, place submitted instructional materials on either the adopted or rejected list and provide the list of adopted instructional materials to each school district.
PREVIOUS BOARD ACTION: The SBOE called for instructional materials in CTE in Proclamation 2001, which was issued in May 2001 and amended in November 2001. The board voted to adopt the materials in November 2003 and implemented them in the 2004-2005 school year. CTE materials were included in the Midcycle 2011 Proclamation, which was issued in March 2010. The board adopted materials in January 2011 and implemented them in the 2011-2012 school year. The SBOE called for instructional materials in LOTE in Proclamation 2002, which was issued in May 2002 and amended in July 2003 and February 2004. The board adopted the materials in November 2004, and they were implemented in the 2005-2006 school year. LOTE materials were included in the Midcycle 2010 Proclamation, which was issued in January 2009. The board adopted materials in January 2010 and implemented them in the 2010-2011 school year.
FUTURE ACTION EXPECTED: The SBOE is expected to take action on the adoption of these materials in November 2016.
BACKGROUND INFORMATION AND SIGNIFICANT ISSUES: The Texas Administrative Code, 19 TAC Chapter 66, Subchapter B, allows both Texas and non-Texas residents to testify at public hearings on instructional materials, with priority given to Texas residents. Representatives of publishing companies are allowed to give oral responses to testimony at hearings before the SBOE.
FISCAL IMPACT: None.
PROCEDURAL AND REPORTING IMPLICATIONS: None.
PUBLIC COMMENTS: Public comments that are received by September 2, 2016, will be provided to the board as a separate exhibit at the board meeting.
