(1) Adoption of Review of 19 TAC Chapter 89, Adaptations for Special Populations
(Adoption of Review)

Texas Government Code, §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board of Education (SBOE) rules. This item presents the adoption of the review of SBOE rules in 19 TAC Chapter 89, Adaptations for Special Populations, Subchapters A, C, and D. The rules being reviewed relate to gifted/talented education, Texas certificate of high school equivalency, and special education services and settings. The statutory authority for the rule review is the Texas Government Code, §2001.039. The statutory authority for 19 TAC Chapter 89, Subchapter A, is Texas Education Code (TEC), §29.122 and §42.156(b); for Subchapter C, the TEC, §7.111; and for Subchapter D, the TEC, §§30.003(d) and (g), 30.004(b), and 42.151(e) and (g).

(2) Ratification of the Purchases and Sales of the Investment Portfolio of the Permanent School Fund for the Months of December 2017, January and February 2018

This item provides an opportunity for the committee and board to consider approval of the purchases and sales of investments executed in the portfolio of the Permanent School Fund for the months of December 2017, January and February 2018. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

(3) Adoption of an Annual Report on the Status of the Bond Guarantee Program

This item provides an opportunity for the committee and board to adopt an annual report on the status of the Bond Guarantee Program. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

(4) Decision on Real Estate Investments

This item provides an opportunity for the committee and board to review and consider possible real estate investments. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

(5) Approval of an Extension of the Standard Contract with NEPC, LLC and Authorization for Contract Execution by the Commissioner of Education

This item provides an opportunity for the committee and board to extend the standard contract with NEPC, LLC and authorization for contract execution by the commissioner of education. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

(6) Review of Permanent School Fund Benchmarks
(Committee on School Finance/Permanent School Fund)

This item provides an opportunity for the committee and board to review the Permanent School Fund Benchmarks. The actions may include amendment to the Investment Procedures Manual. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

(7) Consider a Process to Obtain a PSF Logo and Potential Solution for Donations

This item provides an opportunity for the committee and board to consider a process to obtain a Permanent School Fund (PSF) logo and potential solution for donations. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

(8) Recommendation for Two Appointments to the Fort Sam Houston Independent School District Board of Trustees

This item provides an opportunity for board consideration of two appointments to the board of trustees of the Fort Sam Houston Independent School District. The two appointments are necessary due to the expiration of the term of office for two board members. Statutory authority for this action is the Texas Education Code (TEC), §11.352, and 19 Texas Administrative Code (TAC) §61.2.

(9) Ratification of the School Board Member Trainings on Evaluating Student Academic Performance for the Months of February through April 2018
(Committee on School Initiatives)

This item provides an opportunity for the committee and board to consider approving the School Board Member Trainings on Evaluating Student Academic Performance that occurred in the months of February through April 2018 that were offered by the Texas Association of School Boards, education service centers or another authorized provider and met the curriculum requirements of proposed 19 TAC §61.1(b)(4)(E). Statutory authority for this action is the Texas Education Code (TEC), §11.159, as amended by Senate Bill (SB) 1566, 85th Texas Legislature, Regular Session, 2017.
