Discussion of Proclamation 2017 of the State Board of Education Advertising for Bids on Instructional Materials

STATE BOARD OF EDUCATION: NO ACTION
SUMMARY: The current adoption cycle for instructional materials was approved by the State Board of Education (SBOE) in January 2012. Instructional materials submitted under Proclamation 2017 are scheduled for adoption by the SBOE in November 2016. This item provides an opportunity for the SBOE to discuss the schedule of events and instructional materials to be included in Proclamation 2017.
STATUTORY AUTHORITY: Texas Education Code (TEC), §31.022.
PREVIOUS BOARD ACTION: Proclamation 2010 was issued by the SBOE in November 2007. Proclamation 2011 was issued by the SBOE in May 2008. In May 2010, the board voted to postpone Proclamation 2012 indefinitely. In its place, the board issued a Request for Supplemental Science Materials for science, grades 5-8, Biology, Chemistry, Integrated Physics and Chemistry (IPC), and Physics. Proclamation 2014 was issued by the SBOE in April 2012. Proclamation 2015 was issued by the SBOE in April 2013. At the July 2014 meeting the board took action to change the effective date of Proclamation 2016 to delay for one calendar year. As a result of this action, Proclamation 2016 will become Proclamation 2017.
BACKGROUND INFORMATION AND SIGNIFICANT ISSUES: A revised adoption cycle for instructional materials was approved by the SBOE in January 2012. In July 2014, the SBOE took action to change the effective date of Proclamation 2016 to delay for one calendar year, and combine the subject areas included in Proclamation 2016 with those that were scheduled to be included in Proclamation 2017. House Bill 188, 80th Texas Legislature, 2007, requires the SBOE to designate each proclamation by the school year in which the instructional materials are intended to be made available in classrooms.
FISCAL IMPACT: Senate Bill 6, 82nd Texas Legislature, First Called Session, 2011, created an instructional materials allotment (IMA) for the purchase of instructional materials, technological equipment, and technology-related services. An allotment is credited to each district’s and charter school’s instructional materials account as provided by TEC, §31.0212. Remaining funds can be carried forward to the next school year as well as the next biennium. The IMA for the 2018-2019 biennium is expected to be available for district purchase of Proclamation 2017 materials.
PUBLIC AND STUDENT BENEFIT: Benefits include the availability of instructional materials aligned to revised standards in the year in which new and revised standards are implemented.
PROCEDURAL AND REPORTING IMPLICATIONS: None.
PUBLIC COMMENTS: In accordance with 19 Texas Administrative Code (TAC) §66.27(d), a draft copy of Proclamation 2017 will be provided to designated representatives of the publishing industry to solicit comments on the content of Proclamation 2017. A public meeting with representatives of the publishing industry will be scheduled accordingly.
