1. Adoption of Review of 19 TAC Chapter 66, State Adoption and Distribution of Instructional Materials, Subchapter A, General Provisions, Subchapter B, State Adoption of Instructional Materials, and Subchapter C, Local Operations
(Adoption of Review)
Texas Government Code, §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board of Education (SBOE) rules. This item presents the adoption of the review of 19 TAC Chapter 66, State Adoption and Distribution of Instructional Materials, Subchapter A, General Provisions, Subchapter B, State Adoption of Instructional Materials, and Subchapter C, Local Operations. The rules being reviewed establish procedures for the adoption, purchase, and distribution of instructional materials. The statutory authority for the rule review is the Texas Government Code, §2001.039. The statutory authority for 19 TAC Chapter 66 is the Texas Education Code (TEC), §7.102(c)(23) and §31.003.

This item presents for second reading and final adoption proposed revisions to 19 TAC Chapter 66, State Adoption and Distribution of Instructional Materials, Subchapter A, General Provisions, Subchapter B, State Adoption of Instructional Materials, and Subchapter C, Local Operations. The proposed revisions would update rules related to state review and adoption of instructional materials as well as ordering and distribution of instructional materials. Statutory authority for this action is the Texas Education Code (TEC), §§7.102, 31.003-31.005, 31.022, 31.0221, 31.023, 31.024, 31.0241, 31.0242, 31.026, 31.0261, 31.027, 31.030, 31.035, 31.101, 31.103, 31.104, and 31.151.

3. Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements
(Second Reading and Final Adoption)
This item presents for second reading and final adoption proposed amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, to update the rules and to align with recent legislative changes. Statutory authority for this action is the Texas Education Code (TEC), §7.102(c)(4) and §28.025(a), (b-1)-(b-3), (b-12), (b-13), (b-19), (c-1)-(c-3), (c-5), and (e-1).

This item presents for second reading and final adoption proposed new 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter C, High School, §113.49, Personal Financial Literacy (One-Half Credit), Adopted 2016. The proposal would add Texas Essential Knowledge and Skills (TEKS) for a new personal financial literacy one-half credit elective course. No changes are recommended since approved for first reading. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, 28.0021, and 28.025.

This item presents for second reading and final adoption proposed new 19 TAC Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, §74.6, College and Career Readiness and Texas Essential Knowledge and Skills Alignment. The proposal would adopt charts indicating the alignment of the College and Career Readiness Standards (CCRS) and the Texas Essential Knowledge and Skills (TEKS), as required by House Bill (HB) 1613, 84th Texas Legislature, Regular Session, 2015. 7. Discussion of Texas Certificate of High School Equivalency
This item provides the opportunity for staff to brief committee members on the responses to the Request for Proposals (RFP) that was issued to solicit a test provider(s) for the Texas Certificate of High School Equivalency and for the committee to provide guidance to staff regarding selection of a provider(s). 8. Proposed Approval of Process for Streamlining Texas Essential Knowledge and Skills (TEKS)
This item provides the opportunity for the committee to review and approve a process to be used by the board in streamlining the Texas Essential Knowledge and Skills (TEKS) for science and social studies. 11. Discussion of Item Development for the Texas Assessment Program
At the request of board members, this item provides an opportunity for the board to discuss with the agency item development for the state’s mathematics assessments. Statutory authority is the Texas Education Code (TEC), §§7.021, 28.0211, 39.023, 39.025; Senate Bill (SB) 103, Section 9, 76th Texas Legislature, 1999; and Office of Attorney General (OAG) Opinion No: JC-0478.

12. Discussion of Pending Litigation
The State Board of Education will enter executive session in accordance with the Texas Government Code, §551.071(1)(A), to discuss pending and contemplated litigation with the general counsel, legal staff, and, if necessary, attorney(s) from the Attorney General's Office. The Committee of the Full Board will meet in Room 1-103 to discuss this item.
