This item provides the opportunity for the board to take action regarding the addition of Texas Essential Knowledge and Skills (TEKS) for a course in Mexican American studies. Due to the anticipated volume of testimony, oral testimony will be limited to two minutes per person. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4) and 28.002.
4. Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements

This item presents for second reading and final adoption proposed revisions to 19 TAC Chapter 110, Texas Essential Knowledge and Skills for English Language Arts and Reading, Subchapter D, Other High School English Language Arts and Reading Courses, and Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter D, Other High School Mathematics Courses. The proposed revisions would update the amount of credit available for Advanced Placement (AP) English language arts and reading and mathematics courses and would repeal rules that are outdated and duplicative of other State Board of Education (SBOE) rules. No changes are recommended since approved for first reading. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4); 28.012, as added by SB 30, 85th Texas Legislature, Regular Session, 2017; and 28.025(b-20), as added by SB 30, 85th Texas Legislature, Regular Session, 2017.
8. Proposed Amendments to Proclamation 2019 of the State Board of Education Advertising for Bids for Instructional Materials
This item provides an opportunity for the State Board of Education (SBOE) to amend the Proclamation 2019 schedule of adoption procedures to make minor changes to forms and due dates and extend the submission window for providing Spanish samples by two weeks. Proclamation 2019 calls for materials in English Language Arts and Reading, kindergarten-grade 8; spelling, grades 1-6 (English); spelling, grades 1-6 (Spanish); handwriting, grades K-5 (English); handwriting, grades K-5 (Spanish); Spanish Language Arts and Reading, kindergarten-grade 6; English Learners Language Arts, grades 7-8; and Personal Financial Literacy. Statutory authority for this action is the Texas Education Code (TEC), §31.022.
9. Proclamation 2020 of the State Board of Education Advertising for Bids for Instructional Materials
This item provides an opportunity for the State Board of Education (SBOE) to issue Proclamation 2020, calling for instructional materials for courses in high school English language arts and reading and English for speakers of other languages. Materials submitted in response to Proclamation 2020 would be scheduled for adoption by the SBOE in November 2019. Statutory authority for this action is the Texas Education Code (TEC), §31.022.

The proposed amendment would improve and clarify how the rule applies to investments of the Permanent School Fund (PSF) in investment funds. This item presents for second reading and final adoption proposed amendments to 19 TAC Chapter 33, Statement of Investment Objectives, Policies, and Guidelines of the Texas Permanent School Fund, Subchapter A, State Board of Education Rules, §33.15, Objectives, and §33.20, Responsible Parties and Their Duties. The proposed amendments would update the rate of return objective of the Permanent School Fund (PSF) and clarify roles and responsibilities for providing advice to the State Board of Education (SBOE) on benchmark and performance reporting. No changes are recommended since approved for first reading. The proposed amendment would reflect changes made by Senate Bill (SB) 1566, 85th Texas Legislature, Regular Session, 2017, to the State Board of Education's (SBOE's) duty to provide training courses for independent school district trustees. Statutory authority for this action is the Texas Education Code (TEC), §11.159, as amended by SB 1566, 85th Texas Legislature, Regular Session, 2017.
17. Review of Proposed Amendments to 19 TAC Chapter 227, Provisions for Educator Preparation Candidates, Subchapter A, Admission to Educator Preparation Programs, and Subchapter B, Preliminary Evaluation of Certification Eligibility
This item provides the State Board of Education (SBOE) an opportunity to review State Board for Educator Certification (SBEC) rule actions that would propose amendments to 19 TAC Chapter 227, Provisions for Educator Preparation Candidates, Subchapter A, Admission to Educator Preparation Programs, and Subchapter B, Preliminary Evaluation of Certification Eligibility. The proposed amendments would implement the statutory requirements of Senate Bill (SB) 1839 and House Bills (HBs) 2039 and 1508, 85th Texas Legislature, Regular Session, 2017. The statutory authority for 19 TAC Chapter 227, Subchapter A, is the Texas Education Code (TEC), §§21.031; 21.041(b)(1); 21.044(a) and (g)(2) and (3); 21.0441; 21.049(a); 21.050(a); and Texas Occupations Code (TOC), §§53.151, 53.152, and 53.153, as added by HB 1508, 85th Texas Legislature, Regular Session, 2017. The statutory authority for 19 TAC Chapter 227, Subchapter B, is the TOC, §53.105.
18. Review of Proposed Amendment to 19 TAC Chapter 230, Professional Educator Preparation and Certification, Subchapter C, Assessment of Educators, §230.21, Educator Assessment
This item provides the State Board of Education (SBOE) an opportunity to review a State Board for Educator Certification (SBEC) rule action that would propose an amendment to 19 TAC Chapter 230, Professional Educator Preparation and Certification, Subchapter C, Assessment of Educators. The proposed amendment to 19 TAC §230.21, Educator Assessment, would update the figure in subsection (e) with the appropriate required examinations for Texas certificate issuance and would incorporate language that strengthens the provisions concerning test security and confidentiality integrity. Additional technical changes were made for clarification purposes. Statutory authority for 19 TAC Chapter 230, Subchapter C, §230.21 is the Texas Education Code (TEC), §§21.031; 21.041(a), (b)(1),(4), (7), and (8), and (c); 21.045(a)(1); 21.048; and the Texas Occupations Code (TOC) §54.003.
19. Review of Proposed Amendment to 19 TAC Chapter 232, General Certification Provisions, Subchapter A, Certificate Renewal and Continuing Professional Education Requirements, §232.11, Number and Content of Required Continuing Professional Education Hours
This item provides the State Board of Education (SBOE) an opportunity to review a State Board for Educator Certification (SBEC) rule action that would propose an amendment to 19 TAC Chapter 232, General Certification Provisions, Subchapter A, Certificate Renewal and Continuing Professional Education Requirements, §232.11, Number and Content of Required Continuing Professional Education Hours. The proposed amendment would implement changes resulting from the 85th Texas Legislature, Regular Session, 2017, which include adding new continuing professional education (CPE) topics for all educators. The proposed amendments would also add minimum requirements for several CPE topics for individuals holding standard classroom teacher, principal, ad school counselor certificates. The statutory authority for 19 TAC Chapter 232, Subchapter A is the Texas Education Code (TEC), §§21.003(a); 21.0031(f); 21.031; 21.041(b)(1), (4), and (9); 21.0543, as added by Senate Bill (SB) 1839, 85th Texas Legislature, Regular Session, 2017; and 21.054, as amended by SB 7, SB 179, and SB 1839, 85th Texas Legislature, Regular Session, 2017.
20. Review of Proposed New 19 TAC Chapter 235, Classroom Teacher Certification Standards, Subchapter B, Elementary School Certificate Standards
This item provides the State Board of Education (SBOE) an opportunity to review a State Board for Educator Certification (SBEC) rule action that would propose new 19 TAC Chapter 235, Classroom Teacher Certification Standards, Subchapter B, Elementary School Certificate Standards. Proposed new 19 TAC §§235.13, Content Standards, Early Childhood: Prekindergarten-Grade 3, 235.15, Science of Teaching Reading Standards, Early Childhood: Prekindergarten-Grade 3, 235.21, Pedagogy and Professional Responsibilities Standards, Early Childhood-Grade 6, and 235.25, Implementation Date, Early Childhood-Grade 6, would implement recent legislation from the 85th Texas Legislative Session, 2017, and would specify the educator standards required for the Early Childhood: Prekindergarten-Grade 3 certification as well as the pedagogy and professional responsibilities (PPR) educator standards required for the Early Childhood-Grade 6 certification. The proposed new chapter reflects feedback provided by the SBEC-appointed Classroom Teacher Standards Advisory Committee for the Early Childhood: Prekindergarten-Grade 3 and Early Childhood-Grade 6 PPR standards. The statutory authority for 19 TAC Chapter 235, Subchapter B, is Texas Education Code (TEC), §§21.003(a); 21.031; 21.040(4); 21.041(b)(1), (2), and (4); and 21.0489, as added by Senate Bill (SB) 1839 and House Bill (HB) 2039, 85th Texas Legislature, Regular Session, 2017.

This item outlines the rule review plan for State Board of Education (SBOE) rules during the period of September 2017 through August 2021. Texas Government Code, §2001.039, requires an ongoing four-year rule review of existing state agency rules, including SBOE rules. The rule review requirement is designed to ensure that the reason for initially adopting or readopting a rule continues to exist.
